This is the hardest conversation I have with psychology graduates, because the answer is not what they have been told. A student who completed a psychology degree outside Germany and wants to become a licensed psychotherapist there is, in most cases, looking at a route that has been closed since 2020.
What changed
Until 2020, the path was a psychology degree followed by several years of separate postgraduate training, which led to the licence to practise, the Approbation. A degree from abroad could feed into that training.
The Psychotherapeutengesetz reform replaced this. The licence now runs through a single continuous route: a bachelor in psychology designed to the requirements of the new Act, then a specific master in psychotherapy, then the state examination, then a specialisation phase. Together the bachelor and master run five years and 300 ECTS.
Why a foreign degree does not fit
The entry requirement for the master is not simply a psychology bachelor. It is a bachelor that satisfies the conditions set out in the Act and the accompanying licensing regulation, including specified modules and practical components.
Universities state the consequence directly. IPU Berlin, setting out the entry requirements for its clinical psychology and psychotherapy master, says that these requirements are met exclusively by German universities offering a bachelor designed in accordance with the amended Act, and that psychology bachelors without that adaptation, as well as foreign degrees, do not meet them.
This is not about the quality of a Turkish, or any other, psychology degree. It is that the qualifying bachelor is defined by German statute, and a degree awarded outside that framework was not built to it.
What remains open
Working as a psychologist. The title psychologist is not licensed in the same way. Authorities do not run a recognition procedure for it, and an employer decides whether a foreign degree is suitable for a given role. Research, organisational, educational and many applied roles are reachable.
A transitional provision, narrowing. The Act includes a transitional route under which an equivalent foreign master in psychology, including clinical psychology, can admit a candidate to the old-style postgraduate training, provided the bachelor was started before September 2020, with the licence obtainable until 2032 at the latest. This is a real door, but it is a dated one and it excludes anyone who began their studies after that point.
A limited professional permission. Separately from the Approbation, a temporary permission to work as a psychotherapist can be granted, restricted to supervised, non-self-employed work and limited in duration.
Rules of this kind are administered at state level and change. Anyone whose plan depends on one of these routes should confirm the current position with the relevant state authority before committing.
What this means for planning
If the goal is to practise psychotherapy in Germany, the honest starting point is the qualifying bachelor, which means beginning at undergraduate level in Germany and in German. That is a long plan and for many students it is the wrong one.
If the goal is clinical work in a health system generally, other countries regulate this differently and some recognise foreign degrees through an assessment route rather than excluding them by design. The question worth asking early is not which university, but which country will licence you at the end.
And if the goal is a master in clinical psychology for research or non-clinical work, Germany has strong programmes. They just do not lead where students often assume they lead.
